This ED proposes updates to the principles drawn from IPSAS 17, Property, Plant, and Equipment by proposing new requirements for heritage assets, infrastructure assets, and measurement of property, plant, and equipment. ED 78, Property, Plant, and Equipment proposes the following:

(a) Additional general measurement guidance and options when accounting for assets within its scope;
(b) Characteristics to identify heritage and infrastructure assets; and
(c) Additional guidance on how heritage and infrastructure assets should be recognized and measured
